  16. <p>     GET WILLARD. Critics of Capitol Hill have long
  17. characterized it as a rat's nest. Apparently taking that moniker
  18. to heart, a real rat made a home for itself inside a Xerox
  19. copier in the Cannon Office Building. Dubbed Willard by
  20. staffers, the rodent stocked its lair with banana peels,
  21. corncobs and a Hostess Twinkie. Since the ruined machine had to
  22. be replaced at a cost of $107,000, a massive rat hunt was begun.
  23. Three dead rats eventually turned up, and staffers said one of
  24. them fitted Willard's description.
